Storage bug?

Just noticed that the store on one of my planets doesn't seem to be filling any further. The amount of metal seems to be stuck at 341.3k / 511.9k, even after I try to transport extra metal to the planet.

I've researched a few levels in 'Efficient Storage', so maybe it's an issue with that?

the efficient storage hasn't worked since it was made available.
